More transparency needed on federal guidance to states

Federal guidance handed down by agencies to the states are not necessarily law. Shifts in the meaning of Title IX and how it’s been inverted against its purpose is just one great example compared to when it was originally passed in 1972.
The Sutherland Institute recently published an explainer on guidance from federal agencies and notes that a new bill in Utah aims to increase transparency by requiring state agencies to publish federal guidance they receive, making it accessible to legislators and the public.
There is strong bipartisan effort to increase transparency in federal guidance as a recent Y2 Analytics poll reveals that over 80 percent of Utahns in favor.
